Here's what (always seems to) work for me: Check Device Manager, make sure you're on the right serial port. USB devices rarely (if ever) use Comm1 or 2. I've seen it from 4 to 7. If you're on a company machine that does not allow non-signed drivers, you may never get that USB dongle working.
